CSM’s Building Inspection programs plays a vital role CSM's Business & Technology Division. This program offers students a selection of certifications and degrees that prepare students for careers as Building Inspectors for both private and public sector employers. Students learn essential, current information about local and municipal building codes in courses that span electrical, plumbing, structural, ADA and energy and sustainability applications. Building Inspection courses are taught by experienced, real-world building inspectors who combine classroom instruction with their real life experiences. Students who complete a CSM building inspection certificate will be able to enter this career path with a solid, well-informed foundation.
Although this program is composed solely of adjunct faculty members, the current team is very collegial and productive. They work together at CSM and also in their industry cluster.

Recently, the lead adjunct faculty member Marty Cooper worked with his team to develop a course sequence through 2020. In order to construct this schedule in the most practical way for students, the Office of Admissions and Records provided a list of all students in the program and the courses they needed for graduation. With this information, Marty developed the Building Inspection schedule roadmap to facilitate the needs of the largest number of certificate and degree completers.

A program review was not submitted two years ago. The program review was not completed in large part because there are no full-time faculty in this program and the adjunct faculty members may not have been available to complete the program review.

Going forward, there is a plan to have adjunct faculty in the building inspection program work with full time faculty in the business program. The building inspection program will benefit greatly from having full time faculty support to help with program review, SLO and curriculum submissions.

A schedule has been planned through 2020 to address the long term needs of graduating students so they can be certificate and degree completers.

A new 4.5 unit course has been designed - BLDG 710: Building Inspection. This comprehensive course will address the overarching learning needs for incoming building inspection students.

Plans are underway to design two new Building Inspection courses:
BLDG 7XX: Sustainable Green Energy Practices and BLDG 7XX: Sustainable Building Practices

Work is in progress to design an advanced Building Inspection certificate that will include the Sustainable Green Energy Practices class and the Sustainable Building Practices classes.

The Building Inspection program pursues student success and equity goals by keeping in touch with industry advisors and updating courses and curriculum to remain current in building inspection codes and regulations. Building Inspection faculty are currently adjunct faculty members who work as professional building inspectors in the field. Each faculty member possesses relevant expertise in their pedagogical disciplines. Faculty members have deep expertise in the following areas of building inspection: electrical, plumbing, energy and sustainability, general, structural, and ADA compliance. With this type of varied expertise, faculty have been able to develop a responsive, high quality program that supports the college mission and enables students to be successful in their certificate, degree and career goals.

In accordance with the CSM Diversity Statement, the Building Inspection program fosters a safe environment that encourages the exchange of ideas that promotes equal opportunity. The program has historically been a program with more male students. Recently, due to faculty recruitment efforts, the program has seen an increase in female students enrolling in classes and entering the building inspection profession. The Building Inspection program has high enrollments of re-entry students who seek to retool their career trajectories as well as students already employed in the building inspection industry who desire to upgrade their skill sets for further advancement.

Long term plans include the following:
1.) Design two new courses in green energy and sustainability;
2.) Design a new advanced building inspection certificate;
3.) Follow a two to three year schedule cycle that accodates the needs of certificate and degree completers;
4.) Design courses in a distance learning modality;
5.) Work with full-time faculty in buiness in order to be part of a larger program that has more institutional knowledge.

After conducting course and program assessments, adjunct building inspection faculty have learned that students need an overarching introductory course. In response to this need they have designed BLDG 710: Building Inspection.

In light of the trend toward sustainable and green energy in building desgign, the faculty are also designing new courses in green energy and sustainability. Faculty are also designing more hands-on projects that are partnering with the District's College as a Living Lab Initiative.

Through the Prop 39 Grant Initiaitve, the Building Inspection program is participating in the College as a Living Lab initiative. This initiative includes new curricular designs, hands-on classroom activities and visits, and collaboration with the College's Climate Corps Fellow.

Employment demand for Building Inspectors in the five Bay area counties was approximately 2,250 jobs in 2017-18. The hourly median earnings were $42.15 an hour.

For the top code (095720)- The CTE Data from the State Chancellor's Office indicates:
90% of graduates attained the required skills for this field.
90% of graduates persisted to complete a certificate or degree.
90% of graduates obtained employment in this field.

It is commendable that BLDG 710 has been developed. It is also commendable that three new adjunct faculty have been hired.

It is concerning that there have been few graduates of this program in recent years. The program will work on improving this trend.

1.) The two new courses in sustainabilty and green energy will be designed in Curricunet in the spring 2019 semester.
2.) The building inspection adjunct faculty team will continue to work with the Prop 39/Climater Corp fellow team throughout 2019.
3.) The Building Inspection team will work with CSM's Career and Workforce team to help connect students with gainful employment.
4.) The Building Inspection team will work with full-time faculty in business to develop a more cohesive instructional infrastructure for the program.

Three of the adjunct faculty in the program completed the District Human Resources' Unconscious Bias in Hiring Training program. These indiviuals also participated in several adjunct faculty hiring committees.

The program is making an intentional effort to recruit more female and underrepresented students in their program. Marketing collateral has been developed.

Faculty members attended the IAPMO (International Association of Plumbing and Mechanical Officials) conference. Faculty also attend other ungoing professional development activities to maintain their current knowledge in the discipline.

The building inspection program would like to work more closely with the business/management program because of its broader scope and full time faculty members.
